I'm tempted to say the unidentified artist here is Warren Kremer, eventually to set the house style for Harvey Comics. This would be an early work but it WAS published by a division of Harvey! Experts? The clown himself looks like Warren's work as does the goose to me.

The clown looks like Kremer's Stumbo the Giant crossed with Elmer Fudd but the goose reminds me of Ted "Dr. Seuss" Geisel!
